If you buy Microsoft licenses for your clients directly from Microsoft (the CSP direct-bill program), Partner Center knows how many licenses each client is billed for, on what term, and when the term ends. SeatReaper reads this so each client's license table shows what Partner Center bills next to what is assigned in Microsoft 365. If you buy through Pax8, connect Pax8 instead.

SeatReaper reads every customer (its Microsoft tenant ID, name and domain) and each customer's subscriptions: product, quantity, billing cycle, term, commitment end and auto-renew. It does not read invoices, prices or anything else.

Register an app in Partner Center

You need a Partner Center admin (a Global Administrator or admin agent of your partner tenant).

  1. In Partner Center, open Settings > Account settings > App management.
  2. Choose Add new web app (or register an existing Entra app of your partner tenant). Partner Center registers it for its API.
  3. Copy the App ID (the client ID).
  4. Under the app's keys, choose Add key and copy the secret. It is shown once.
  5. Copy your partner tenant ID (your own Microsoft tenant, shown in Entra ID > Overview, or as the Microsoft ID under Account settings > Organization profile).

Connect

An owner opens Settings > Integrations > Microsoft Partner Center, enters the partner tenant ID, the app's client ID and the secret, and chooses Connect Partner Center. SeatReaper checks that Microsoft accepts the sign-in, saves the secret encrypted, and runs the first sync. After that it syncs every day, and owners and techs can choose Sync now.

SeatReaper signs in as the app itself (no user account). If Partner Center refuses the requests, check that the app is registered under App management.

Matching customers to clients

A Partner Center customer is linked to the client with the same Microsoft 365 tenant ID. Customers that match no client are listed on the Partner Center card with their tenant ID: add that tenant ID to the client (the same one used to connect Microsoft 365), and the next sync links it.

A subscription is tied to a license in the client's tenant when Microsoft 365 lists the same subscription ID, which needs the client's Microsoft 365 connection. Subscriptions that do not tie to a license (add-ons, Azure plans) are listed separately on the client's page.

Lowering a quantity from SeatReaper

On Growth and up, once an owner turns on removals, owners and techs can lower a Partner Center quantity from an Unassigned licenses item in the queue, after confirming the new number.

  • Microsoft allows decreases on new-commerce subscriptions only within 7 days of purchase or renewal. Outside that window Microsoft refuses, and SeatReaper shows Microsoft's reason. Lower the quantity right after the subscription renews, or turn off auto-renew and set the quantity for the next term in Partner Center.
  • The lowest quantity is 1. To end a subscription, cancel it in Partner Center.
  • Every change is confirmed by a person, recorded in the audit log and shown on the client's page. The next sync confirms what Microsoft really did.

The app's access in Partner Center is not limited to reading. SeatReaper only changes a quantity when a person asks it to as described above; syncs only read.

Disconnect

An owner chooses Disconnect on the Partner Center card. SeatReaper deletes the secret and everything it synced from Partner Center. Delete the app's key in Partner Center (App management) to revoke access completely.
